A friend has a set of Scotty downriggers with built in swivel bases. He needs to mount them on a 20' Alaskan. He is going to mount them on the very aft most part of the carpeted bench, but that means he will need a riser or base to give him about 4" or 5" more height, so the arm can clear the gunwale.

He is looking for a low cost solution which does not include a swivel, as he already has swivel capability.

I already checked the Berts Custom Tackle website and the Scotty website and I don't see such a simple riser or base on either one.

Any other specific suggestions?

The mounting plate is available without the swivel base. Part # 1036

Then he can add his swivel base and gain the necessary height.
