We had a ton of rain here and my river boat sunk along with my 1997 evinrude 15 hp. Was able to get the boat out of the water with a com a long but what procedures do I follow to get the motor running again?

I have dropped a few small 2 strokes in the lake in my day :)
Put it on a boat in water ...or on a stand with water thru a garden hose...via muff flusher....pull the sparkplugs out and get new ones. Crank the engine over to get the water out of the pistons.... hook up the fuel line...prime it up...crank a couple more times... spray WD-40 into sparkplug holes....put NEW spark plugs in.. crank over and (it will usually) start... (You may have to take plugs out and dry with a towell a couple more times and repeat the process w/ WD-40. Once it starts... run at fast idle... or whatever you have to do with the throttle to keep it running... and let it warm up and dry out real well.

PS--this proceedure would be FAR, far from complete on a 4 stroke engine, of course.
