A friend recently told me Ontario has reduced the limit for walleyes from 4 to 2. Is there any truth to this?

Get a copy of the MNR fishing regs for Ontario. The limits are different for different areas. Some of the areas have special regs attached to some of the lakes. Do your homework on the lake you are going to.

Ontario recently changed the limits for US citizens fishing border waters. These limits apply whether you are staying in Canada or not. This is what your friend is probably referring to.
Lake of the Woods 2 per day poss. 4
Rainy River below I-Falls 2 per day poss 4
Rainy Lake 1 per day poss 4
Rainy Lake District Lakes 2 per day poss 4
Canada's normal limit for Walleyes is 4, but there are slot sizes on may lakes and special limits on some. So make sure you check the MNR regs.
