You can get what you need from the Cleveland office of the USCG. There are several prep courses you can take for the Great Lakes licence.
I got rejected because of "color vision deficiency" even though I see most of the icons and numbers on the stupid color dot tests. But, as a non-commercial captain I can take fishing whomever I want, not those who pay and demand the world. Good luck.
