New Regs about life jacket usage on the Mississippi?

Any body heard or has seen a copy of the rumored regulations requiring life jackets on the Mississippi at all times but not on Iowa's inland lakes? I was told it was in a newspaper here in Iowa but couldn't find the article.

Some info to confirm the rumor's truthfulness would be nice. It came to me from a very reliable source but I want to see it in print for my own eyes.

It was wrongly reported. It is for kids. I think the age is under 13, but it could be 13 and under. Not sure of the exact age.
