I have a question. If a guy goes up to Clinton, and locks back down with fish in the slot. Is he illegal going through by the Leclaire lock that is on the IA side?

Ron,
It might be best asking the Iowa DNR what their interpetation is of that question. If any action is going to be taken, it will be taken by them, not Sonny, or the FLW.

I believe I heard that you have to stay on the Illinois side when in the lock and locking thru, then be certain your on the Illinois side of the main channel when motoring. WOW

The state line is the middle of the "main river channel", not the "shipping channel. The "shipping channel", which the locks are a part of, is entirely on the Iowa side of the "main river channel".
So, in theory, there is no Illinois side of the locks!
How it is actually interpeted will be interesting.

My impression from the post that was attributed to the official from the Iowa DNR, was, that, fisherman were to abide by the rules while moving about the river... That means, to me, do not bring "slot fish" into Iowa... A somewhat veiled threat.
Dumb, totally dumb.
As I understand this, this year's tournament, and last, were setup before the slot was enacted. So, the slot issue became a surprise to the FLW. If that is so, then, contrary to the Iowa DNR official's interpretation of the facts, the FLW had a surprise and it was not the FLW trying to sway the result with the permit application.
By the way, with Iowa revoking the permit, their interpretation may well be that no tournament participant may even move within Iowa waters. They seem to be numbskulled enough to do that...
I have spent my last nickel of recreational money in Iowa. I know they won't feel it much, but it is symbolic for me to detyermine that they are being unreasonable and punishing the anglers for the "sins" of the FLW (if they are any sins), at all). The participants didn't create this mess they just got it handed to them by the "players"...

Anglers were told exactly what I said before...
The center of the navigation channel/Illinois side of the locks if you have fish in the livewell...etc.
They were also advised that while traveling with fish in the livewell to stay closer to the red cans while running...to be on the safe side.
Also, that if they did not have fish in their livewells that they are considered to be like any other boat on the river, so they could travel anywhere in the navigation channel as they liked.
I'm really not expecting any bad stories this afternoon concerning the Iowa DNR...that's just my opinion.

Very interesting... very... Because I have looked on my COE maps and the actual State Line, in many areas of the river, is not where Iowa has "agreed" to enforce it... So, as it turns out, Iowa created an exception to the rules (something they said they would not do...) I would like to see them enforce a "ticket" in court if the angler was over this agreed line but was in fact in Illinois... (A very real possibility)
As I said before, this is just nuts and a big display of "ego" by Iowa DNR officials.
