I've made several, my most flimsy works better than any heavy duty I made. Heres how I did it:
1. I used wood trim (base board) 4x1/2" by about 16-18". Use two, and make a diagnal cut to steer it outward.
2. Drill a few holes in the bottom of eack board, may take quite a few holes. Now fill these holes with lead.
3. Almost done, I hammer flat the ends of a alluminum rod about 1/4" dia, and bent the ends over, drilled holes to attach to boards with screws.
Its done! just add an eyelet to attach rope to. Need 2 18" wall boards, some lead, two 1/4" rods 16", (or whatnot, Braces would work), and an eyelet.

Larry,
Try this site. They have all the info you need. I made a set a few years ago and they work great. I mostly use them for fishing Brown trout in the spring on Lake Michigan. They track real well in rough water too.
