Any recommendations on someone to build a jigging stick from a Loomis blank?

What size jigs - casting or verticle jigging - tennessee or screw down reel seat - what types of guides would you like? All questions you'll be asked, so go from there. Also - where are you located? Might be easiest to find a builder closer to home... Many folks have them built - and many build them themselves. We actually offer a class on it near Cedar Rapids, IA in the winter - you may have a similar service offered near you... And there is always Thorne Bro's Chuckles
