If your talking about the red worms in the stomach, I've seen just as many in the winter as the summer. The other type in the actual flesh of the fish, is a grub-like parsite that I've only seen in fish on certain rivers or inland lakes.

If they are there in the summer, they are there in the winter, black specks, or the yellow grub type worm, are carried to the fish thru snails and blue herons, they are harmless, though unsightly, I flick the yellow grubs out with the tip of the knife, but if they are rampant, then no way, their are some lakes here in N minnesota where I have seen literally dozens and dozens of y ellow grubs per fillet, they are a tasty fish, but I prefer worm free or nearly worm free, hint, do not tell any folks eating with you about the worms!

Maybe the worms have matured into another cycle of their life cycle and are no longer in the fish that was their host.

You need to keep your fish on ice! If you keep them iced down real good the worms will not be in the flesh. This is the reason you see them in the summer vs. winter more. Check out the Ohio sea grant web page. There's a article on this and what to do to avoid this issue.
Good Luck and pray for a slow warmer, calm spring!!
