FOW = Feet Of Water.
27/23 could mean the range of FOW the baits are set to or riding along the bottom at 23 to 27 feet. 27/23 by itself, I don't know.

This is a typical format for giving Latitude/logitude numbers on lake erie and I expect others places. 27/23 would be short hand for
41 27.000N 082 23.000W. This is done since the degrees Latitude(41) don't change until you get way up north like close to the Detroit river. the degrees (082) don't change until you get west of Middle Sister Island. The decimals places after the 27.??? or the 23.??? represent no more than a mile so the can be insignificant.
I hope this helps, I have some additional explination in my helpful hints page.
BTW 27/23 is about 2 miles northwest of the Vermilion river mouth.

I agree with denied on this one, a lot of the time on sag bay they use those to denote the minutes (i THINK thats what that place is called) on the GPS scale. many times referring to the "47s" and whatnot.

those numbers could be applied to a lat/long position, but most likely are the last 2 digits from intersecting loran co-ordinates. not all charts have loran numbers on them and a lot of guys, particularly charter captains will refer to them so as not to make finding the position easy for the average guy. that way, as long as they know the general area the last 2 numbers from each grid line will pinpoint the location. if you only know the last 2 digits you would'nt know which of dozens of positions they would be at. fyi, loran-c is only used on coastal waters and the great lakes.

These are the middle GPS numbers, or the minutes in the cooridate.
