What lures and speed should I use to catch saugeye that are chasing shad just under the surface in 40 ft of water . They are putting out a wake on the calm days chasing the shad .

A "Sluggo" with very little weight might be an option. It works for other species of fish in that situation.

A shallow #5 or 7 Shad Rap in Shad color or Shiner color would be a good start.

If you can see them, then cast to them. I figured you must be able to see them and I why I figured a sluggo and pictured casting it.
Rapala HJ ought to work, too.

I wanna know how you know they are s-eyes:) and what state your in?
No sage advice here, but I'd consider tossing a spoon at various speeds in that situation if the other ideas don't work out. Next, I'd consider looking for big marks under the bait to try to fish. Might be the big girls hang out below waiting for easy pickings wounded by the little guys. All speculation.
Had a friend that slip bobbered live shad on schools of same. Mixed bag that included small saugeyes but never any quality fish.
Wait a month and start fishing the HJ as prev described on shallow breaks after dark...

They are just below the surface in 40 ft of water the shad are in the top 1 ft of the water . How do I know they are saugeye because a guy speed trolling is catching them and I can see them . Good size 2 to 4 ilbs. No I have not caught any of them yet . I have caught a ton of them on jigging spoons in 17 ft on the bottom . But I would just like to catch the ones that I am seeing on the top .Casted cranks no good the surface of this lake is covered in shad on calm days .

Do the same thing that the guy who is speed trolling is doing!;) I'd say try any floating or suspending, shallow diving minnow immitating crank like Thundersticks, Rapala Original or Huskyjerks, etc. Clip them on a planerboard and troll thru them at 2-4 MPH. You might try to substitute a spinner with 1/2 oz keel or snap weight.

Where are you located?
I fish saugeyes quite often and I have been in that situation 1 time. I got them to hit a 1/8oz jig with a 3" berkley powergrub. Cast out past the school and reel back pretty fast with a little pause about every 5 cranks of your reel. 9 out of 10 casts they will hit on the pause while the jig is sinking. Try this and change your pause til you start getting bit. Don't forget to watch your line, most of the time it is only a little twitch and if you don't see it, you miss them.
