You've certainly opened allot of variables. Lb. test for bottom bouncer leaders will vary on application. Bottom bouncing with spinners I would use 8lb to 10lb maybe 12lb. The spinner is a reactionary bait and the light line applications of live bait rigging are not as applicable. Length of spinners will range 24" to 36" for majority of time. Some people will go 60" or more. I usually tie mine at one arms length (36" - 44") I've never used fluorocarbon for spinners. I couldn't say if they would be an advantage in clear water. Live bait rigging with sliding pencil sinker is one of my favorite techniques. I generally use 6lb maybe as low as 4lb. Length would vary from 18" to 60" I'd say 24" being most common. I usually make up snells ahead of time. Wasting time tying up while fishing is crazy. I wrap my snells on those 4" dia. styrofoam water winnies. I usually time mine up at two arms length. It is much simpler to cut down than to have many different lengths organized. One thing I have learned is that the snell gets snagged allot more frequently than the sinker getting stuck. Using foam floats helps.
Phil Rolfe has prepared the most comprehensive information on bottom bouncing A-Z. http://www.justfishontario.com/bottom_bouncing_a_to_z.htm

Hi Mike:

Not recommendations - just what I use.

Most of the spinners (e.g. worm harnesses) that I purchase, to run behind bottom bouncers, use 12 or 14 lb test mono. Anytime I use spinners that I have purchased without leaders, I use 10 or 12 lb test fluorocarbon as the leader material. I pretie my fluorocarbon leaders in various lengths from 3 to 10 feet and store them on a product similar to a tackle tamer. I also use fluorocarbon leaders when I'm using light wire hooks (with leeches) on the bottom. These leaders are also all pretied with light wire hooks and stored similarly. As was already said, I don't want to be tying leaders when I could be fishing - particularly in the dark.

I use 14# clear Tri-lene X-L 2-6 feet leads...I tie them all 6 feet and trim them down if needed...
