reply from WI. DNR

You are correct, 3 is your daily bag limit. Your possession total is 2 times the
daily bag limit. This means, if you go up Fishing on a Friday and have no walleye
in your freezer, you may keep up to 3 on Friday. If you only catch 1, on Saturday
you can keep up to three, if you catch 2, on Sunday you can keep up to 3. Until
you eat some, you cannot fish for walleye any longer.

Hope this helps clarify the regulation. There is no minimum length limit during
this time of year. Thank you for contacting the Bureau of Fisheries Management
and Habitat Protection. Good Luck Fishing.

I would think you can still fish for them all you want as long as it was all catch and release. If you do not put them in the livewell, you are not in possesion of them.

I agree but I don't think you want to tell a game warden you are fishing for a species that is not open. You can not control what bites, I was once fishing at a lake in the twin cities and nothing was open but pan fish and we were fishing crappies the guy next to us was fishing with a 6" live sucker and I said what the heck are you fishing for with that he said crappies, what can I say. I guess I have set my sites on too small of minnows.
