if you had to remove just one hook from a #11 Rap, which one would you remove. Front Hook, Belly Hook, Or tail Hook to keep it legal in Canada if using 2 baits and only a total of 4 hooks allowed?

I polled the local river experts on that very same question. 99% say the front hook.
