Thought i would find out where everyone around the country is searching for those staging eyes at. And what tactics they are using, or planning on using to lure these light biters...

Try the "S" turns in the river/creek bottoms/basins, adjacent to traditional spawning grounds. There's too many things not considered in my reply, but it's the best I can do under the circumsatnces you provide. Backtroll a light jig and minnow as verticle and as slow as you can. Don't swim the bait. Slowly raise and lower, then drag off the bottom.
