Is there a special tool to crimp leader sleeves or is a simple pair of pliers okay?

There are definitely special tools for crimping leader sleeves. They are not so easy to find any more. Look for one that will work well with the size of sleeves you are using.

The electricians pliers works fine, been using one of them for over 25 years and never had a crimp let go.
Plus ya can use it to strip wire and on electrial connectors.

The reason you use a crimper, and not a plier, is because of the plier's serrated jaw. The sharp edges on a plier will crease the sleeve and weaken it, maybe even start a cut. The sharp edge is trouble in many ways. Any crimper will do, your just looking for a smooth jaw to pinch the sleeve.
