when i fish bottom bouncers off my 17 ft boat i use a minnkota bow trooling motor 40 pnd thrust is speed 4 out of 10 too slow?

That depends on current, wind, waves, etc.

Measure trolling speed with mph -- gps is most accurate.

I have trolled bottom bouncers with harnesses .8mph - 1.75mph...depending which speed gets the "bite."

Your minimum speed is whatever turns the spinner blades.
Your maximum speed is whenever the fish (assuming you're on active fish) can't catch the rig, or the spinner blade twists the leader.
Hold the bouncer/spinner submerged over the side and watch what happens at different speeds. After you've established a minimum and maximum speed, it's find active fish and trial and error.
Running a bottom bouncer is easy, it's finding the active fish that's difficult.

And just remember,the larger the blade the slower the speed needs to be to make the blade work properly
