Northeast is a big area can you narrow it down a little? Also what do you want to know, how to do it, where to do it, what works best, jigging, tip-ups? I need more info in order to give you a good answer.

thanks for the response,
I am in connecticut and fishing Sqauntz pond 10-40 ft of water
using tip-ups and jigging swedish pimples with grubs. on the tips
i was using 2-4 nich minnows about 18inches from the botttom all the way up 5 ft below ice also had night crawlers on some at different depths
We caught everything but walleyes,
rainbows, bass perch, sunfish the eyes did not biteeven after it was dark.

Normally the best thing is to set tipups on or near some kind of structure, either contour changes , a weed line, or rock piles. Jigging I would use jigging rap rapala or swedish pimple and you might want to tip it with a minnow head. Early morning and late evening are best, but cloudy days can be good especially just before a storm comes in.
