1980's Merc 20hsp problem

Hello,

Hope I can find a little help here. I have an old Merc on my duck boat. Pulled it out of the woods this weekend to get in working order. It's on the river for spring fishing then stored outside for the summer.
Two problems have come up that I hope I can get a little advice for.

1) Brake lights on the trailer do not work. All others work fine (running and both turns). I re-grounded the trailer but still no luck.

2) Motor ran a little sluggishly this spring so I planned to change the plugs. When getting ready to run it on the muffs, the tiller handle throttle does not work. The problem is in the engine area. I removed the handle and it turns fine. The problem is at the second linkage. Any ideas what needs to be done.

..with little wire ropes turning round pulleys that activate the shift mechanism and throttle. You should get a manual and de-bug unless its something simple like a cable that slipped off the pulley.

No pulleys in this motor, it appears to be all gears.
