Well, it appears they have added yet another layer of bureaucracy as well as potential fees to getting a license for next year. the number for the Outdoor Card Centre is 1-800-387-7011
I'm still not sure if there is a charge (probably) and if you can get the card by mail or if you have to appear in person. If in person, sure gonna make it tougher to fish canadian waters of lake erie.

here is the latest info-

Non-Resident Angler Outdoors Card Requirement

Effective January 1, 2009

The Ministry of Natural Resources (MNR) is working on a project to improve the fishing and hunting licensing system. Once these improvements are complete, non-resident anglers will be able to purchase Ontario fishing licences from home, using the Internet or the automated toll-free phone system. As part of this project, MNR will also be developing an automated licensing system for licence issuers to improve service to anglers and hunters.

The automated system will mean that all anglers and hunters will need a unique identification number. That is why MNR will be extending the requirement to have an Outdoors Card to non-resident anglers and hunters, effective January 1, 2009. The Outdoors Card will be required to purchase an Ontario fishing or hunting licence.

I called the Outdoor Card Centre today.

The gentleman that answered the phone was very helpful. He said, that the final details of how things will work have not been communicated to the Outdoor Card Centre. However he did say, this is what he expects to happen:

For 2009 that non-residents would buy the their fishing license "just as in past years".
At that time a form/application would be filled out for an Outdoors card.
A $9 fee for the 3 year card will be collected.
Applicants then will eventually receive an Outdoors Card in the mail.

For 2010 Non-Resident Outdoors card holders (now possessing the required unique ID numbers) then would be able to order Fishing Licenses via the Internet.

if this is for people who want to buy the licence from the ODNR though the internet I really dont see what the big deal is.

I get mine from a tackle shop that sends me in it in the mail for a charge of around 5 bucks. Thats worth it to me and saves me the hassle of a seperate trip since when I go over there to fish its so early none of the places that sell them are open anyway or are out of my way.

The Outdoor Card can be purchased at the time when you buy the license. If you get your license over the phone, you can also buy the card at that time.

This number will get you the license and the card......1-800-667-1940
This number to buy the card only.......1-800-387-7011
