Keeping a large fish just caught, and releasing a smaller one that was already in the livewell. It may also be referred to as upgrading. It's illegal in my state. Once in the livewell, it's in posession.
Yes throwing back a smaller one to keep a bigger one, its sorta like getting rid of an ugly woman to keep a prettier one LOL!!!!!!

Now, I know some of tourny's have this rule "once in, it goes to the scale." But, Phil... What happens if you have a poor day on the lake and only catch one walleye (of course that has never happened to me! LOL) ---> and don't feel like cleaning one fish. Are you able to release the one walleye???

Not legally. According to my game warden, once in posession, it must be kept. I'm not sure how the PWT was able to release "revived" fish during their Hazen-Beulah tournament on Lake Sakakawea. There is also a catch and release tourny in the dam's tailrace. Since so many dead walleyes were found floating in the weigh-in bay a week after the PWT, there may be further arguements if the PWT returns.
This requirement to decide instantly whether to keep or release has supposedly caused some stress among the PWT anglers in the championship tourney in Bismarck, ND.
