I have an 07 - 619 that came with a 3 bank Dual Pro charger. I put a Pro Kicker on it and another battery for the kicker. (4 Batteries total) Only 3 of the batteries are on the onboard charger. (2 Trolling, and the main motor.)

Would I be better off taking the 3 bank out and installing a 4? Or should I just try to fit a single bank charger in the compartment with the 3 bank? (Might be kinda tight.)

You don't need 15 or even 10 amps for your starting battery, just add a single 6amp. I do it all the time.

FYI, Dual Pro offers a decent price on a single 6 amp unit.
