Is it the Wire Harness?

I have a 2002 90HP yamaha that typically starts with one or two turns of the ignition. A few times a year however, I get in a situation where I will turn the ignition key and get absolutely nothing. I will turn it over 8 to 10 times and then out of nowhere it will fire again. Is this a short in the wire harness and if so should I replace it...or is it something that can be fixed without replacing all of the wires?

Just a thought but it sounds like it might have something to do with a nuetral safety switch try wiggling the gear shift control handle like i said just a thought
