If it was me, here is what I would do in 4-6 foot bay. I would get moving at trolling speed, put my rod tip on the water, and let out your harness (assuming thats what your using), until it starts lightly ticking bottom. Engage your reel, and put the planer on right at the tip of the rod, and then let it out. That way you know you are ticking bottom with that much line out behind the planer.
I run planers all the time, and it was just trial and error to get the correct depths.

You didn't say if the bottom was sand or weeds. I have trolled for walleyes in 4-6 FOW, very clear, with weeds and we only let out about 25 feet of line. I think that when walleyes are that shallow they are on the feed and they will come up to hit a spinner rig. To top it off we were using big Colorado blades. Not exactly a finese presentation. What is surprising to me was that blade color made a huge difference between really getting them and getting blanked.

Keep in mind that the water we were fishing was gin clear, blue was the hot color. If it were me I would start with gold, chartreuse, in some type of holographic, and experiment from there. Remember that I'm no expert, I just comment on what has worked for me in the past. Your results may vary!

If you are fishing in water that shallow--get your boards out away from the boat. I run four planer boards with spinners and in shallow water, the inside board might be 50 or 60 feet out from the boat and the outside board is 80 to 100 feet. In shallow water, your boat and your motor is going to spook the fish under and near your boat. You want to target the unspooked fish or often times where the spooked fish go when you go by.
