I don't think there's a bad time to try jigs. We drag jigs a lot in the rivers around here, I assume that's what you mean by trolling jigs?

Dec 1, '08 Fished the nearly frozen Missouri River near Cannonball, ND. Started out jigging vertically until I placed one rod in the holder and let it drag. 1/4 oz seemed a little heavy but we were in deep water(13-22 FOW) and it did work. One thing I found that worked better was to put both rods in the rod holder and leave the rod load up before I picked it up. When I was holding them I'd set the hook too soon and usually come back without the minnow.
I actually was dragging way behind the boat as the bottom was clean. Buddy in the bow got outfished this day becasue of these two factors; holding his rods and lines at about 45 degree angle to the water.
We ended up counting the catch at 44 walleye give or take a fish or two. 1 degree above in Bismarck when we headed for the launch. Completely fogged in when we arrived. ENDED up heading the wrong direction the fog was so bad (thank goodness for GPS). DID not see another boat that day on the water or at the launch. I kept saying we were crazy on the way down there but it was by far one of my most memorable days on the water. It did warm up above freezing and the sun came out, the wind stayed down and it was actaully a fun day to be alive in ND!!
Some of us here call it horizontal jigging (dragging jigs). Give it a try and in most cases use as light a jig as possible.
Time of the year: this was winter but I've tried it with success spring and fall as well.
