are you holding the bulb vertically, with the arrow pointing up? I just found out not that many years ago that the internal valves need to be orientated in a certain position to work properly, which seems to indicate that the lower (inlet) valve needs to be able to close via gravity and seal the inlet port between squeezes.

Thanks for the info and the help. I have always had the bulb in horizontal position when pumping it up even on my 115 motor, just never thought about it needing to be verticle but I will from now on.
I tried another fuel tank and the bulb pumped up hard right away and the motor started on the 3 pull. So I took the fitting off the second tank and put it on the original tank and again it pumped right up hard and the motor started right up. The bad fitting was made in Taiwan, it came with the tank.

Just for kicks if you haven't, you might check the small O-ring on the end of the fitting. I've seen them out, cracked, pinched, etc and cause that type of issue.
