Does main motor + kicker <= max hull rating?

I'm curious, do you have to factor the main outboard's hp when adding a kicker in regards to the hulls max rating?

For example, if someone had a boat rated for a 200hp, and they had a 200hp outboard already on their boat, could they add any kicker motor?

No main power only, kicker motor doesn't count because it's considered auxiliary, if you had twin power like two 150's those two motors would add up to your max because they are considered under main power of propulsion..
