Old lure

I received an old tackle box a couple of weeks ago from a relative.Not much in there that I will probably use, but I found a lure that I have never seen before and was hoping maybe someone could let me know what I have. It is aproximatly 1" long, has 2 hooks coming out of the bottom, an actual hinge somehow set in to the bait and as far as I can tell it has Plucky printed on the side.
