Whats your best guess??
I can only catch the walleye venturing up the drop off to the 28 to 32 ft. range. Does that mean the walleye that are deeper (and much bigger) are inacvtive and can't be caught?

it means they move slower when they are deeper, and because it's darker down there, you need a longer fatter bait of stand out coloration moved ultra slow by you to compensate for their recation time.

I agree...fish that set up on a break appear to have a lot of time on there hands and need more time to decide if they are really hungry or not.

A slip float may do it too, in contrast, snap jigging may snap them out of there nap and stimulate a strike response.

If one end of the spectrum shows no results, try to persuade them with the other.

I agree.
Perfect opportunity for snap jigging or a blade bait.
If that doesn't work and I am in the mood ... hang live bait on top of them amd wait them out.

When they are suspended off the break like that, they are usually pretty active. However, consider "pretty active" in terms of what that much water pressure and darkness can do to reaction time.

If little or no wind, I leech em on a slip bpbber. With more than a little wind, I'd backtroll hover with big fat minnows on a lindy rig, starting shallow and moving off the break at the depth where you see them.
