I seem to recall reading it had to be a fixed mount. I could be wrong, I'll try to find the article.

I believe a fixed mount would be a better choice, even if not required.
more power, bigger antenna, great send and receive range
I am just more comfortable with a fixed radio for the reasons I mentioned

2nd that!! I took my Standard Horizon handheld (rubber ducky antenna) on Saginaw Bay last weekend and hailed the Coast Guard on channel 16 for a radio check. They heard me, I heard them (a bit scratchy). We switched to channel 22, where they could hear me, but I could not hear them. The distance between us was only 5 miles. I was also able to hear other boats within 1.5 miles, but none further away.
With a fixed radio and 8' antenna, normal reception of other boat radios is 5-10 miles and a minimum of 20 miles for CG stations. I have picked up CG stations up to 175 miles away.
If you still want to use a handheld, at least install an 8' antenna and adapter to connect to your handheld.
