2008 Chev 2500HD with Towtector Ranger 620 Boat/Trailer
What would be the correct " inches of drop" for the receiver ball be?

Lots of variable here - you best bet would be to experiment with a hitch that you already have (or can borrow). Put the boat on the hitch and put a level on the frame of the trailer - adjust the drop of the hitch until you are level.
So - if you start with a 4" drop and it's still "high" to the front of the boat you'd go to a 6" or 8" drop and try that.

Get an adjustable hitch (http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=95991). They come on sale all the time for $25 and work great.
