I know about the night ban on Milly, but I'm not sure about the opener. Can a guy fish Milly at midnight Saturday?

Yes you can. The night ban goes on at 10 pm Monday the 13th.

The night ban (no fishing from 10 pm to 6 am) is in effect beginning 10 pm May 13 to 12:01 am June 10. You can fish at any time from 12:01 am May 11 to 10 pm May 13.

Is this a night ban on boating, fishing walleye, or fishing in general? Very curious regulation for a lake.

You can not fish for any species, nor possess any fishing gear on the lake during the night ban.

From page 34 of the 2002 Minnesota Fishing Regs:
"Mille Lacs Lake - No one may fish for any species or possess fishing gear on the lake from 10 p.m. through 6 a.m. starting at 10 p.m. on May 13 and ending at 12:01 a.m. on June 10."

Curious, is night fishing on Mille Lacs so productive that they banned it or are there other reasons?

In '81, a few locals got together and formed the Mille Lacs Lake Advisory Association. This group initiated the night ban concept to DNR and also the individual lake management concept so prominent within fishery management today. The initial size restriction on Mille lacs, (one over 20"/day) was also parented by MLLAA.
Like deer shining, hunting walleyes in most lakes at night is highly productive and was dominating the fishery back in the late seventies and early eighties at Mille Lacs. Although still a huge part of the fishing pressure on Mille Lacs, the ban slows this pressure down a bit.
