Has anyone done this? Is it possible? There is a local guy wondering if he can change out the windshield for bubbles.

An even better option is to take off all of the windshields and fish without them.
If you need wind protection for the times you run down the lake put on a motorcycle helmet.
You will have much better overall visibility, and much more fishing room in the boat with no windshield,s to get in the way.

Any walk through windshield can be changed to a bubble windshield with the right windshield.

I'm pretty sure the consoles are different on 18' Tundra's with bubbles. I know they are different on later year models of the Tracker Tundra 21'. What year is the boat?
I'll send an email to the the engineering staff and get a definitive answer for you.

I agree that it is likely that the consoles are different.
Having said that, there are bubble windshields on the market that can be mounted on consoles that have previously held walk through windshields.
It is likely that it won't be the same one as put on by the factory, but one can be had and mounted.
