Here is what I discovered so far from an inside contact at the GF&P:
The Commission directed the staff to look at some possible spring special regulations in response to what they're hearing from constituents. They asked our human dimensions staff to survey a number of residents as well as a selection of license holders from Iowa and Minnesota (since those are the states with the highest numbers of licenses) to see what they think about variations of regulations from spring closure to catch and release only to
smaller daily limits and there may have been a couple of other options that I can't think of at the moment. The results are just now starting to come back in so hopefully we'll have some results compiled by September. The staff has told the Commission all along that it's more of a social issue than anything at this point but on some lakes there probably would be some merit to doing something like this.
