I just got an e-mail from PWT saying that it is illegal to take minnows and leeches and technically even worms to Devils Lake. What is with that?

Read the fishing proclamation for the reasons. It's basically an attempt to keep exotics out of the state. The G&F site has a procamation you can read online. Search for them through www.discovernd.com or www.fishingbuddy.com.
That coffe can of leeches could be expensive, if you get caught.
Don't worry, our bait shops are usually well stocked.

I think the birds bring in more exotics than the fisherman do, lets stop them from migrating.

I think this is a good law, whats the problem with buying your bait when you get there?

From state to state yes there are new restrictions on live baits. You can get bait in state with no worry, just as long as it is in the limit allowed without a bait vendor’s permit.
You also need to have proof of where and when you bought the bait in your possession with the bait. If you get checked they may ask for it, so keep receipts or you may loose the bait. They are very serious about it too!
Calling ahead to a ND bait vendor so you have the baits you need ready and waiting would be a wise plan.

After reading the regulations, a licenced angler is allowed to transport livebait listed on page 10 and 11 of the regulations,
its been a regulation for a few years about suckers on Devils.
Not allowed according to the regulations, Night crawlers are not
aquatic and not regulated except the soil or bedding probably is.
Leeches are regulated, how not sure by there regulation. If licenced, you can tranport. So say you buy your licence Online
to me Are you legal to the regulations of 2002-2004?

LAST WEEK I WENT TO BUY LEECHES AT A REGIONAL RETAIL STORE IN D.L.THAT HAD "LARGE" LEECHES ADVERTISED FOR $1.50 PER DOZ. ABOUT HALF THE LEECHES WERE 1/8 TO 1/4 OF AN INCH LONG. I ASKED THE SPORTING GOODS MGR. HOW THEY COULD SELL THESE AS "LARGE". HIS RESPONSE WAS, "THAT'S WHAT THEY BRING ME".
IN THE TRUCK I GO TO THE MAIN BAIT STORE IN THE AREA.THEIR SIGN SAID, JUMBO LEECHES $3.50 PER DOZEN, OR $28.00 PER POUND...WHEN AVALABLE!
LAST SUMMER DURING THE RCL THE QUANITY AND QUALITY OF LEECHES AND CRAWLERS WAS POOR.
AFTER THIS REGULATION WAS PUT INTO EFFECT, THE DNR WAS QUESTIONED ABOUT WHETHER SUPPLY WOULD BE A PROBLEM AND THEIR RESPONSE WAS, "NO, WE SURVEYED THE BAIT RETAILERS AND THEY SAY THERE WON'T BE A PROBLEM.
THIS REGULATION IS NOT PRACTICAL.
By being licensed they mean a licensed bait vender. Not a licensed angler.
You do not have to buy your bait in Devils Lake, just has to be in ND.
Stop in Fargo or Grand Forks on your way.

Licensed angler per the regulation , vendor tranporting licence is needed if
over the 12 dozen limit and with the intent to sell.

Longville Bait, Longville, MN. is retail and Wholesale works and supplies bait, and its good bait.
Check to see if other contestents are willing share in the cost to have a supplier on hand during prefishing to purchase bait. They must be licensed by ND. but for the money they will make its worth it to them.
Vados also could probably transport in on a special case with arrangements

Sounds to me like its good old beauracratic garbage financed by big business. Me thinks they have a corner on the market in that state.
