Does any one know where I could get a tool for setting snaps in a boat cover? I have seen them before, but I can't find one now.

Check out Overton's.
I bought mine at Hill Top trailer supply in Columbia Heights. They have since moved out on HiWay 10.
Many trailer stores carry them as well as Minnesota Fabrics.

I got mine at Minn Fabrics in W. St.Paul. They had a regular version and deluxe. The deluxe was about $9 or $10 and you could get chrome or black snaps.
It helps if you have someone who has done it before, to demonstrate it.

Lyndale Hardware in Richfield had them last I looked.
