Here is the formula as provided by the May-June 1998 issue of the Minnesota Volunteer:
1) DNR estimates fish population by year class and biomass based on netting surveys.
2) DNR and Ojibwe Bands estimate safe harvest for multiple-use fishery, no more than 24 percent of current population.
3) Ojibwe Bands consider DNR data and recommendations, then set limits for spearing and gill netting.
3a) US District Court Order Set Bands Harvest Ceiling for the next five years: 40,000 lbs. in 1998 up to 100,000 lbs. in 2002.
4) DNR subtracts Bands anticipated harvest from safe harvest total to derive sport-fishing harvest.
5) DNR uses knowledge of past harvests and public input to set new regulations for anglers with Minnesota State fishing licenses.
