Question 1
The inside of one of the guides on a spinning rod has come loose. Can I just glue that inner piece back onto the guide or should the whole guide be replaced? If glue is the answer, what do you recommend?
Question 2
The guide on the tip of a baitcaster rod has a rough spot on it that damages the line somewhat. Shoud the whole tip be replaced or what?

I've re-glued with epoxy and have had excellent results.

I would replace the whole tip - it's pretty easy.

John, Try the epoxy like FJHI says, if not buy a new guide. You can rewrap it yourself, it's not hard. Definately replace the tip top if it is scarred, the abrasion will cut your line. Carefully cut away any wrapping that may be on the tip top. It will probably be glued on, CAREFULLY heat the tip top WITHOUT BURNING the fibers on the rod. Hold a single match under the tip top without touching the rod itself. When the glue heats up, remove the tip top with pliers (it's hot). Replace it the same way. Any place that sells guides, sells the glue stick. Heat it up with a match and daub it on the end of the rod, slide the tip top on (take calipers or something to measure the end ot the rod so you know what size tip top to buy). No need to put thread wrapping on the tip top. Good Luck, Dave
