Has anyone else had problems while pull starting a 1999 Merc 4 stroke? On the second or 3rd pull the rope will not pull out and I darn near pull the motor off the transom, (or dislocate my shoulder)!, and no it's not the "forward/reverse no start cable setting" it is set per factory spec sheet. I've got the same motor as a kicker on my 18 ft Targa. No problems so far over two seasons (one and a half). As is said so often, talk to the dealer. Good luck.
Robert, I don't know the first thing about 4 stroke outboards. But in reading your post the first thing I thought was, thats what happens on my four wheeler if you don't flip the decompression lever. I'm wondering if it isn't a decompression problem. Just a wild guess though.

I've had mine for 3 seasons and have not expearanced that problem. I think you will have to take it to a dealer.

I've had that problem on occassion. I don't have a clue as to why. Mine is a 1996 4 stroke. I find if I don't yank the starter in rapid succession I never experience that problem. The 1996 has an automatic choke. It usually takes several pulls to cold start it and I only pull the starter rope out about a half pull. After it starts I let it warm thoroughly and the rest of the day, if I shut it down at all, it usually only takes one half pull to start it. Also, though I'm sure you do, always be sure to pump the primer bulb up hard before starting.. I wouldn't worry about it, but if it's really a hassle add the electric start at the tiller handle and I think your problem will be solved.

It has to be slipping into gear. It's the only reasonable answer. If you have the older style motor with all the controls in the handle (I hate the shift lever by the way) I have run that same exact motor (3 of them) the last three years and the only time that happens is when it slips into gear. I always pull it an inch or two slowly before hauling on it to start it so I don't whiplash my dang arm! If it's a fairly common problem, take it in and have it looked at. It may just be a little out of adjustment.
