The last I heard, they will begin taking entries on or about February 1st. They will post the info here on W/C as soon as it's available. Hang in there it will be worth the wait.

Do co-anglers have to be owners and is the payback cash or prizes?

The Co-Angler div. is open to anyone. You do not have to be and owner. The total purse is cash payback, no cooler's just checks.
