I have been hearing some guys talking about how you need an I-68 just to cross into U.S. waters now, and how they are not even avaible at the present time. I just got off the phone with the U.S. Department of Imigration at the tunnel and was told by 2 imigration officers that you DO NOT need an I-68 to cross into U.S. waters and that they had never even heard of the possiblity of that being an up and coming change to the regulations. They also told me that fishing in the river while jigging or hand-line and being in contact with the bottom of the river IS NOT considered being landed on U.S. ground.
