Do you own a mini Maglight? Know those little nylon webbing belt holsters that come with it? I hope you didn't throw yours away. Take a #6 wood screw and mount one or a couple around the boat. They're great for holding combination scissor/ hemostats and hook sharpeners. A place for everything and every thing in it's place!! You'll spot it missing immediately if someone - like a mooching fishing partner - forgets to put it back.
p.s. If you don't already own one or more - the combination scissor/hemostat is a great fishing tool. Great for trimming knots or unhooking a fish!! I recommend getting one 6"-8" long.
p.s.s. Regarding hook sharpeners, I've tried a bunch and found the EZE-LAP diamond hone brand available from Cabela's, Bass Pro, & elsewhere to be the best and easiest to use. I like the red plastic/fine version for my walleye jigs. Use more coarse for bass & muskie hooks.
