I fish on the red ceder river near Menomonie Wis, and the
mooneyes there never will take a fly,and my question is what fly to use and when to use it?

Not sure of the fly since I am not sure of their natural forage, but that is where you want to start. If and when you catch one, open the belly and see what they are feeding on. From there match the size and "look" as best you can.
Are they a surface feeders? Do they feed on bugs or minnows? etc.
