I know nothing of the river you're fishing, and the fishing season up here doesn't start for over a month.
I'd suggest that you are looking in the wrong places. Try trolling around and casting into shallow water. When somthing isn't working well, just experiment. If somthing isn't working at all, then you're probably in the wrong spot.

Deadeye,
Me and a few others that I've spoken with have been experiencing the same thing around Binghamton. Everyone's saying that the water didn't come up high enough this year; apparently the high water will make the fish head for the deeper pools and eddies where we've learned to look for them, but right now they're just spread out. We've had great success in the past with jig and minnows this time of year, even better with a stinger hook tied on. Last year before the season closed we caught our limit on 2 trips back to back.
Where are you fishing? I've done quite a bit of fishing from Susquehanna down to Binghamton, and that stretch is the main reason that I get my Pa. license each year.
Check out the board below for some local updates. It doesn't get as much traffic, but everyone here is from the local area (around Binghamton) and you'll see more posts during busier times.

Good luck.
