Would it be better to leave the boat in the water or park it on shore if the temps get below freezing?

Definately recover the boat first. If possible, place a waterpump cover on it, and fire it up before launching again. This will almost gaurantee the motor will be working properly the moment you need it to. I do this before taking 75 miles to my fishing hole on all cool days, and have never had a problem once in the water.
I'd pull it. was up on the Rainey a few years ago at Clementson. A few guys left thier rigs tied up to the dock overnight. Next morning there was a couple inces of ice in the bay. No damage, just a pain in the ###.
Let all water drain out of lower unit, spin the motor over a few cranks and your set.

We use slips on Lake Michigan marinas when the overnight temps get down to 20. No problem in the water.
