Look for Stamina Tackle at www.staminainc.com. They have a nice assortment of equipment for making spinners, etc. The Boggs pro tacklemacker is a good tool and they sell a commercial grade one also.

Check out www.fishermanshack.com. They are out of Oregon and I have gotten my spinner making stuff from them for years. Good outfit.
Netcraft http://jannsnetcraft.com/ They have a wire tool I dont know if it's what you need but they have all kinds of lure making equipment they are located in Maumee Ohio.

Vern, I used to buy spinner kits from Jim Bedford here in michigan for steelhead fishing. The best tool we found here was a simple pair of needle nose pliers with the tips ground in to a round shape works great and is cheap and a whole lot easier to use.

I've used a spinner tool from Cabela's and it was very nice. Cost around $100, but I was able to make professional looking pop gear very easily. No way you could have duplicated this with pliars.
