As I just replaced my cables, I would think that is your problem. Disconnect the nut, to free up the motor and see if motor swings freely when it's disconnected. If it does you have a cable problem.

I just replaced the same steering set up on a 16 ft. side consoule. The cost was about a $100.00. The steering wheel comes off by removing a cap in the center of the wheel which exposes a nut on the steering shaft.
I have a 1966 Starcraft with the original pulleys and cables. It is steering just fine but I would like to upgrade with a more modern system. I do a lot of Lake Huron and Detroit River fishing and that old system makes me nervous. What system would work good on this boat? I don't want to pay an arm and a leg.
