Dealer says that's what Ranger tests and pre-rigs so that's the way to go.
I know a person can improve their hole shot and top-end by experimenting with jackplates, hydrofoils, and customizing their props, etc. I don't need the "best" performance necessarily, just want to know that this prop pre-rigged without jackplate or customizing will be a really good fit on this boat.

I run the 21 Tempest on my 620, factory rigged. There is not a whole lot of difference, weight wise between the two boats.
I know a couple of anglers running the 619 with the Tempest and they love it. Your dealer is correct in that Ranger tests out the rigs and puts what they feel is the best all around prop on the rig.
However, there are a lot of variables to consider on each and every boat. There is another fellow on the board who is trying out a 24 pitch prop on his Ranger. I am anxious to see how his boat performs, but as it is a new boat, we will have to wait out the break in period.
The best I can recommend, after your boat is broke in, see if your dealer will let you try out a few demo props and dial in your rig that way.
Overall, odds are, Ranger will be on the bean with the best all around performing prop. There may be better top end or holeshot or load carrying props, but all around performance is what most strive to attain.
If you plan to run any rough water, or big water, you will find that the props that give the blistering top end will lack sufficent grip to power your boat in heavy waves.

I am gonig to try this weekend Trophy 24 pitch prop and will post my feelings about it but as No-fish sad my motor is not boroken in so this my take some time to have WOT results. My dealer agreed to change props till I am satisfied.. cool :-)

Well I'm running 619 vs in forth hole with four blade revolution 4 5100 to 5200 rpm's at 5800 ft and run's 51 mph. The tempest 5100 rpm's 47mph, my partner runs a yar-craft and gained 5 mph with revolution 4. USE SHARP HOOKS.
