What should be the proper idle speed is 950 to high?

Yup, 950 is too high. But check idle speed with an accurate shop tachometer, the dash-board tachs in most boats can be as much as 100 to 200 rpm off. I believe correct idle speed is 650 +/- 50 rpm, in the water, in forward gear, un-restrained (not tied to the dock).
