have you guys ever tried chumming? at lake of the woods last winter we cut up fatheads and threw down about a pop can full of minnows cut in 3 peices to keep the fish around longer and attract them in better. ive heard that fresh water shrimp can have the same affect. any one every tried either in the summer? crushed up crawlers maybe or cut up leeches?? any tips?
i saw a guy on lake of the woods that had a womans stocking full of blendered minnows that he would shake around every once and awhile.

I'm not familiar with Ontario or Manitoba fishing regs. regarding chumming, but it is illeagal in MN.

from the MN DNR:

"Using whole or parts of game fish, goldfish, or carp for bait is
unlawful."

I don't think minnows count as gamefish.

I am not a laywer, but I don't think the intent of that regulation is to prohibit chumming. If it did it would explicitly state chumming along with their definition of the act. according to your theory it would be illegal to cast off a minnow or fish with a dead minnow that may come off the hook, or cut bait for that matter!

I think you are a little off base.

Yes chumming works ,for the lakes around here in Ohio .One of the best places to fish around the middle of the summer is the boat ramps at our lakes . How many times have you seen guys dump their bait buckets at the ramp when they come in.The fish catch on pretty quick,plus you get to catch big fish right in front of everyone at the ramp .Yes I know it is against the law,but how many times have you ever seen CO 's giving tickets for it.

I called the DNR today. You can use small amounts of corn or wax worms. Any chumming with fish parts is prohibited by the rule I quoted above. Fish parts are fish parts wheather you are throwing garbage in the lake or "chummin".

That still seems odd... That would make it illegal, in those terms, to throw my dead minnow over the side of the boat when I change to a fresh one.

And the part of the regs you mention specifically calls out "game" fish.

Not to go on and on, but did you mention to the DNR "minnows" or "fish parts"? There is, as I'm sure you know, a difference between parts of "game" fish and minnows. You can put a minnow on a hook, but not any part of a "game fish". I regularily, and I'm sure many others do as well, clean out the bait-bucket and throw dead minnows over the side while fishing. Not to chum, but to clean out the dead ones.

Not that I'll ever chum as such, but it's an interesting thread. Thanks for checking :)

I did ask specificaly about minnows. The reg that Jason quoted is from page 27 of the DNR manual. That is the one that says "game fish". The one I quoted from page 28 just says "fish entrails or fish parts" There is nothing about game fish in that reg.

Where does dynamite come into the fishing regs for MN? This works well about 3 to 4 in the morning. Just my two cents.
